FED:RBA 'failed to alert police to bribery'

SYDNEY, Aug 11 AAP - The Reserve Bank of Australia (RBA) failed to alert police when
it received damning evidence its subsidiary Note Printing Australia (NPA) was implicated
in bribery, Fairfax newspapers reported on Thursday.

In mid-2007, the NPA board was given information on how the company's agents were bribing
officials in Malaysia and Nepal, a senior RBA official told the Sydney Morning Herald.

The source said the evidence included admissions by the agents that they had used commission
payments from NPA to bribe officials to secure banknote printing contracts from the countries'
central banks.

NPA board members who received the information included the former RBA deputy governor,
Graeme Thompson, a former RBA board member, Dick Warburton, the former RBA assistant governor,
Les Austin, the RBA assistant governor, Frank Campbell, and the former Liberal Party treasurer,
Mark Bethwaite.

After being alerted to the bribery concerns by the NPA board, the RBA leadership decided
to handle the matter internally rather than call in the Australian Federal Police, the
Herald reported.

in Australian politics .. business .. sport and entertainment .. to farewell Mr PACKER
at the Opera House.

In a moving speech dedicated to his father's great strength and intelligence .. JAMES
said he's lost a mentor and a friend.

JAMES .. who's taken control of his father's 11 billion dollar media and gaming company
Publishing & Broadcasting Ltd .. said his father was a born leader who radiated strength.

He could be a tough operator and a very hard negotiator .. but he never compromised
his integrity and his judgment never let him down.







The service also heard a reading of the sombre RUDYARD KIPLING poem If .. by Oscar
winner RUSSELL CROWE on behalf of Mr PACKER'S only daughter GRETEL.

The service was also peppered with moments of joviality .. as pictures of Mr PACKER
flashed on the stage the auditorium broke into a rousing rendition of the cricket anthem
.. Come on Aussie come on.

The prime minister and CROWE joined the choir and flag-waving schoolchildren in song
.. while American actor TOM CRUISE clapped and grinned.

And afterwards .. master of ceremonies ALAN JONES declared .. KP would have loved that.

NSW:IPART slams renewable energy schemes

SYDNEY, April 14 AAP - Federal and state government renewable energy schemes have been
slammed by the NSW pricing body, which says the cost to consumers greatly outweighs the
benefits.

The Independent Pricing and Regulatory Tribunal (IPART) announced on Thursday that
NSW power bills are set to rise by up to 18.1 per cent from July.

Six per cent is being blamed on the federal government's Renewable Energy Target (RET),
with a further 10 per cent on a threefold increase in network costs.

IPART says the actual costs of generating electricity have risen only one per cent
while the cost of green energy schemes has risen sharply.

Speaking in general terms about renewable energy programs, including the RET and the
nation's various solar energy feed-in tariffs, IPART chairman Rod Sims said: "The renewable
energy target was of course very widely welcomed from all sides when it was introduced.

"I just think the way that the subsidies were put in place at both the commonwealth
level and again at state level were such that the costs imposed were much greater than
the benefits.

"I think what we would say is, relook at those schemes to try and align the costs and benefits."

The RET is designed to ensure 20 per cent of Australia's electricity comes from renewable
energy sources by 2020.

Significantly, Mr Sims said a single price on carbon emissions would be cheaper than
the nation's various stand-alone renewable energy schemes.

"I think it's fair to say that a price on carbon is much lower cost than these particular
interventions that revolve around renewable energy," he said.

Speaking specifically about NSW's Solar Bonus Scheme, Mr Sims said it should be closed
off to new participants and reviewed.

The scheme pays householders for all energy generated by residential solar panels,
including what they use themselves as well as what they feed into the grid.

IPART chief executive officer Jim Cox said he was "very concerned" about the increase
in NSW power bills.

Mr Sims said the rises would particularly affect lower income households and those
who used a lot of electricity.

Under the IPART recommendations released on Thursday, NSW household energy bills will
increase by between 16.4 per cent and 18.1 per cent.

Bills from Ausgrid (formerly EnergyAustralia) are set to rise 17.9 per cent, Integral
Energy bills by 16.4 per cent and Country Energy bills by 18.1 per cent under the proposals.

IPART says average residential customers will pay between $228 and $316 extra a year.

Average business customers will pay between $325 and $528 more a year.

The rises will come into effect from July 1 this year.

QLD:Shetland pony dragged behind car

A shetland pony is lucky to be alive after being cruelly dragged by a rope behind a
car on Christmas day in southeast Queensland.

The RSPCA says it was first thought the pony would have to be put down because it was
in so much pain following the incident on Murphy's Creek Road .. east of Toowoomba.

It says the pony sustained severe lacerations to its legs and its hooves were torn and bloodied.

RSPCA spokesman MICHAEL BEATTY says they need to find out who the pony belongs to and
more about what happened.

At the moment they know witnesses confronted two men who'd been dragging the pony in
a brown 1988-89 VN Holden Commodore at one yesterday afternoon.

Anyone with information on the incident should call the RSPCA's complaints hotline
on 1300 852 188.

MELBOURNE, Aug 17 AAP - Residents have been evacuated from a block of flats in Melbourne
after an inspection revealed water damage and inadequate fire safety procedures.

The company that owns the block of 10 flats at Pinehill Drive, Frankston, in Melbourne's
south, had already been placed in receivership prior to the evacuation order.

Resident Erin O'Reilly said lawyers had issued a notice on Friday to vacate by 5pm
on Tuesday, and a second notice was issued on Monday evening.

The notice listed safety issues with the property as the reason for the evacuation, she said.

"There are a few families from overseas who obviously don't have anywhere to go at
this stage," she told Fairfax Radio on Tuesday.

"I find it all hard to believe."

A letter from Frankston City Council chief executive George Modrich to affected residents
says an occupancy permit should not have been issued by the surveyor.

"Safety concerns that may result in death or permanent injury to occupiers of the building
warrant the issue of an emergency order to evacuate and prohibit occupation of the building,"

it said.

A statement from insolvency firm KordaMentha said it had recently arranged a building
inspection after concerns about building defects were raised by some occupants.

"As a result and in consultation with the receivers and managers, the building inspector
contacted Frankston Council which this week issued the residents with notices to vacate
the building," the statement said.

"The receivers and managers will work with all parties in relation to the relocation
of the occupants."

The council and Westpac Bank, which has taken control of the property, is helping people
arrange alternative accommodation and relocation if they are unable to stay with family
or friends.

Queensland Opposition Leader JOHN-PAUL LANGBROEK says the state's job growth figures
aren't as good as the government says .. because they include a lot of part time jobs.

The state has recorded eight straight months of job growth .. with unemployment dropping
to 5.5 per cent from 5.6 per cent last month.

But Mr LANGBROEK says the reality is that a part time job of as little as one hour
a week is not a bread winning job .. and a lot of people don't have the hours of work
they want.

BRISBANE, Aug 26 AAP - Queensland Opposition Leader John-Paul Langbroek says he believed
details of his party's donors would be made public immediately after being declared to
the electoral commission.

But Mr Langbroek still has not put an end to speculation about a Liberal National Party
(LNP) $20,000-a-head fundraising dinner held before the March election.

Earlier this month, Premier Anna Bligh released a list of businesses who had attended
Labor fundraisers and conferences, saying the disclosure was in the interests of accountability,
and called on the Liberal National Party (LNP) to follow suit.

Mr Langbroek declined to release the names, saying that was a matter for the party
organisation and it would release them through electoral commission declarations to be
made on Tuesday.

But the commission says it could take six weeks for the names to be published.

Mr Langbroek on Wednesday said he had thought the commission would have released them
publicly by now - but he still refused to disclose them.

"I didn't realise it would take six weeks for them to release the details," he told
reporters in Brisbane.

"That's because I thought that when you release it, like many of the things we do,
it's usually up on the web within six hours."

Mr Langbroek, who has criticised Labor for accepting donations from a businessman charged
with paying secret commissions to a former government minister, also "promised" there
was no one at the LNP dinner facing similar charges.

He said he could make that promise, despite not knowing who was at the dinner, because
he had assurances from his staff.

"I have had reassurance ... I have checked and I've checked via various sources," Mr
Langbroek said.

"I have staff as well."

Ms Bligh has said the LNP's undertaking to release the donors through the commission
was merely a "smokescreen".

NSW: Police have interviewed woman over woman's death

Police have interviewed a 28-year-old woman over the suspicious death of a 37-year-old
Yagoona woman in south western Sydney.

Police found the body of the woman .. suffering suspicious injuries .. in a hotel room
on the Hume Highway at Yagoona about 7.30 last night (AEDT).

A NSW police statement says a crime scene has been established and the death is being
treated as suspicious.

Police have interviewed and released a 28-year-old Yagoona woman.

A report will be prepared for the coroner .. and a post mortem will be conducted to
determine the cause of death.

Inquiries are continuing.

SA: Study shows sleep can impact on school results

Research has found lack of sleep can affect the working memories of children .. impacting
on their academic ability and dragging down their grades.

MICHAEL GRADISAR .. sleep researcher at Flinders University .. has completed a study
of adolescent children .. with the results going against previous investigations which
found school kids could cope with getting less than eight hours sleep.

The difference this time is that Dr GRADISAR'S study asked the students to complete
more complex activities .. rather than just simple memory tasks.

He says children who have insufficient sleep display an impaired ability to encode
.. store and retrieve information .. with implications for subjects like spelling and
mathematics.

NSW: Howard wants response from premiers to Rudd's plan

SYDNEY, Aug 27 AAP - Prime Minister John Howard says all state premiers should make
clear whether they agree with Labor's plan to cut GST revenue and potentially take over
financing of public hospitals.

Mr Howard was responding to Opposition Leader Kevin Rudd's announcement that a Labor
federal government would consider clawing back billions of dollars of GST revenue given
to the states to run public hospitals.

Mr Rudd last week announced Labor's national health plan, which includes $2 billion
of additional money to the states along with a requirement that they implement plans to
improve public health care by 2009.

If the states fail, Mr Rudd has indicated a Labor government would take over the financing
of all public hospitals in Australia.

Mr Rudd today confirmed media reports that if elected, a federal Labor government could
seek to cut GST revenue payments to the states if they failed to improve public hospitals.

The reports said a Rudd government could withhold 40 per cent of the commonwealth GST
revenue given to the states once the takeover plan took effect.

Mr Howard today said the premiers should come clean on whether they supported Mr Rudd's plan.

"It's important that all of the premiers tell the Australian public whether they are
agreeable for a future Labor government taking back 40 per cent of the GST revenue that
they now receive," Mr Howard told reporters in Sydney.

"Because that is the amount that would be required to fund the states' current contribution
to the running of the public hospital system."

Fed: Denton takes a fresh look at the Gallipoli legend

SYDNEY, April 13 AAP - The legend of Gallipoli was epic in Andrew Denton's mind when
he made his first pilgrimage last year to the celebrated World War I battleground.

He had never been to a battlefield, let alone Gallipoli, where the Australian and New
Zealand Army Corps (Anzacs) landed on April 25, 1915, before a bloody battle and a legendary
evacuation on December 19 the same year.

As the comedian-turned-interviewer's anticipation grew to excitement before his own
arrival in Turkey, Denton says he was a "one-man landing party".

"The amount of reading I did before we got to Turkey, I was raring to go," he says.

But Denton says his first glimpse of the hallowed shores of Gallipoli, where more than
8,000 Australians and almost 3,000 New Zealanders died, was underwhelming.

He says he always knew the story of Gallipoli - the chaotic and ill-advised arrival,
the bloody battle against Turks holding a prime elevated position and the legendary escape
of those who survived - was bigger than the place itself.

But it was a shock to see the battlefield itself.

"The main thing that struck me when I got there was what a pathetic little pimple of
land," he says.

"It was so tiny. I don't know what I'd imagined, maybe this epic landscape but not
at all. It was such a big story in my head that I found the size of the area quite shocking."

Denton was at Gallipoli last year to record interviews for a special Anzac Day edition
of his ABC interview show, Enough Rope with Andrew Denton.

Extra footage of Australians who made the journey to Gallipoli last year, as well as
his own reactions to the place and to the memorial services there, make up the documentary
Andrew Denton's Gallipoli: Brothers In Arms, which will air on the ABC on April 25.

Throughout the film Denton is visibly moved by the senseless waste and bravery documented
at Gallipoli.

"I was surprised myself at how much it stirred me up," Denton says.

He talks to Australia's Gallipoli pilgrims, asks them why they are there and what they
expect to gain, or learn, from the experience.

He recognises that while there may have been more significant casualties on the Western
Front, the status of Gallipoli as Australia's most memorable battle is appropriate.

"We do mythologise it, one of the reasons being that these were volunteers that went," he says.

"In the history of warfare there aren't many truly volunteer armies but this was one
of them. They were part of an absolute cock-up of a campaign, in a bastard of a place,
treated miserably, fought hard and died badly, a lot of them."

While personal accounts, books and movies such as Peter Weir's film Gallipoli have
captured the loss of young lives at Gallipoli, Denton says nothing compares to being there.

"I went to a cemetery at Lone Pine and stood next to graves for 17 and 18 year-old
boys. As I said in the film, it's hard not to feel angry next to rows and rows of gravestones
for very young men who all died on the same day."

Rowdy behaviour has marred Anzac Day services in Gallipoli in recent years, but Denton
found not only a carnival atmosphere, but absolute respect for the occasion.

During a service at Lone Pine, young men in football jerseys stood alongside old soldiers.

"I expected the yobbo element and it wasn't there, even the yobbo-ish sort of people
absolutely knew why they were there," Denton says.

"There was an absolute respect for it, even if they didn't know the history they seemed
to be very much struck by the sense of the place and the occasion."

The stories of three sets of brothers, told to Denton by surviving family members,
capture the drama of the frontline and what it meant to those left to remember them.

John Boydon's great uncles Stewart and Rex were aged 22 and 18 when war broke out and
were keen to enlist. John is the first in his family to see where they fought.

Brisbane father and daughter Alf and Fiona Gardiner travelled to Gallipoli to honour
Alf's father and uncle, Dick and Alf, Melbourne dock workers, who were among the first
to land at Gallipoli.

Jack and Percy Thompson were timber mill workers from south of Perth and their story
is as inspiring as any.

It's a remarkable twist that Australians are as passionate as ever about the Diggers'
deeds during World War I, even though there are no survivors from those who fought.

Denton believes this is evidence Australia is maturing as a nation.

"I suspect we're getting better at telling our own stories," he says.

"I'm still sure our school children could tell us more about American or British history
than Australian, it's one thing I'd love to address through television.

"But clearly a lot of the interest in the Anzacs has been handed down through families,
clearly that's a powerful link."

Denton says he hasn't turned his back on comedy, but he expects to explore historical
documentaries further.

Although he cannot reveal the subject of his next film, he says a project in pre-production
will be about an Australian figure forgotten by the history books.

"We're trying to spread our web and challenge ourselves a bit more," he says of his
production company, Zapruder's Other Films.

"Obviously the show (Enough Rope) is at the core of what we do but it was always my
hope and God bless the ABC for backing it, that the team working here would be able to
utilise a set of documentary skills as well."

"I'm very fortunate that most of what I do I'm really interested in and I learn a lot
from it. Do not be fooled by the glasses, I'm an extraordinarily ignorant man," he says.

SYDNEY, Dec 12 AAP - A bushfire that had threatened properties in Sydney's west has
been contained overnight.

More than 300 firefighters worked to control the blaze that ripped through 300 hectares
at Cranebrook.

Rural Fire Service spokesman Cameron Wade said today a number of sheds were destroyed
by fire, and there were also some stock losses. "But the fire is fully contained now,"

Mr Wade said.

A lightning strike started the fire yesterday.

The Australian Greens have released a brochure naming pregnancy counselling services
they say are biased .. so women can avoid them.

The brochure follows controversy over a 50 million government package .. announced
in March .. that includes a 24-hour advice hotline for pregnant women .. and a Medicare
rebate for pregnancy-related counselling.

The government's package is intended to decrease the abortion rate.

But it's been described as biased .. because it excludes doctors with links to abortion
clinics .. but includes church-affiliated groups.

Greens' spokeswoman KERRY NETTLE says each year .. pregnant women seeking unbiased
counselling services are fed wrong information and religious ideology.

RUPERT Murdoch's son and heir to his media empire has sensationally admitted that News International misled Parliament over the phonehacking scandal.

In an email to staff explaining the momentous decision to close the News of the World, James Murdoch admitted the Sunday paper's publishers had knowingly covered up the controversy.

He said the paper had 'wrongly maintained' that phone hacking was carried out by just one reporter, and said it was 'a matter of serious regret' that he had approved out-of-court settlements with victims of the practice.

Publicist Max Clifford, actress Sienna Miller and Professional Footballers' Association chief Gordon Taylor are among those to have received payments.

Mr Murdoch's extraordinary confession - which comes a day after an MP used Parliamentary privilege to claim that News International had 'entered the criminal underworld' - could have legal repercussions amid speculation that his executives could face an investigation for perverting the course of justice. The statement made no reference to former News of the World editor Rebekah Brooks - now chief executive of News International - who faces repeated calls to quit.

Privately, a number of journalists accused Mr Murdoch of being a coward for not addressing staff personally.

But in an interview with Sky News, the aspiring media mogul defiantly insisted that Mrs Brooks had no reason to step down - saying her 'leadership was the right thing'.

Mr Murdoch, 38, who is chairman of News International, used fewer than 1,000 words to explain to staff why the News of the World was closing after 168 years.

'The good things the News of the World does have been sullied by behaviour that was wrong,' he said. 'Indeed, if recent allegations are true, it was inhuman and has no place in our company.

'The News of the World is in the business of holding others to account. But it failed when it came to itself.

'In 2006, the police focused their investigations on two men. Both went to jail. But the News of the World and News International failed to get to the bottom of repeated wrongdoing that occurred without conscience or legitimate purpose.

'Wrongdoers turned a good newsroom bad and this was not fully understood or adequately pursued. As a result, the News of the World and News International wrongly maintained that these issues were confined to one reporter.

'We now have voluntarily given evidence to the police that I believe will prove that this was untrue and those who acted wrongly will have to face the consequences.' London-born Mr Murdoch, who was educated in the U.S. and speaks with a heavy American accent, went on to admit: 'This was not the only fault.

'The paper made statements to Parliament without being in the full possession of the facts. This was wrong.

'The company paid out-of-court settlements approved by me. I now know that I did not have a complete picture when I did so. This was wrong and is a matter of serious regret.' He said News International was only now 'co-operating fully and actively' with two police investigations: one into phone hacking and the other into claims that the newspaper paid police officers for tip - offs.

'We have also admitted liability in civil cases,' he added. 'Apologising and making amends is the right thing to do.' Despite his extraordinary statement, Mr Murdoch's position remains perilous.

The married father of two - seen by many as the heir apparent to his billionaire father - faces a barrage of questions over how he has managed the phone hacking affair. On Wednesday, during an emergency debate in the Commons, former Labour minister Tom Watson called for police to investigate alleged attempts to destroy incriminating News International email evidence held at a storage facility in India.

'We know now that News International had entered the criminal underworld,' Mr Watson told MPs.

James Murdoch was also accused of engaging in an attempt to pervert the course of justice by paying hush money to hacking victims.

Rebekah Brooks, meanwhile, was accused of ignoring warnings from police a decade ago that staff on the News of the World, which she then edited, were breaking the law.

Born in 1972, James Murdoch is the youngest of Rupert Murdoch's three adult children from his first marriage, the others being sister Elisabeth and brother Lachlan.

Schooled in New York, he studied film and history at Harvard University, but dropped out in the mid-1990s without completing his degree. Gaining a reputation as the family rebel, he then set up an independent record company, Rawkus Records, which was eventually bought by News Corporation.

In 1996, he was appointed chairman of another News Corporation music label, Australia-based Festival Records, going on to take charge of the company's fledgling internet operations.

Four years later, he was appointed chairman and chief executive of News Corporation's Asian satellite service, Star Television. He remained there for three years before taking the top job at BSkyB in 2003, where he became the youngest ever boss of a FTSE-100 company.

ComScore and PMB to Launch Second Fused Database in Canada.

ComScore, Inc. and PMB Print Measurement Bureau announced the release date of May 26 for their second fused database linking Canadians' online media habits with other media consumption data, along with product and brand usage, all in a single database.

CHEVRON CEO WATSON EMBROILED IN SPY SCANDAL TO UNDERMINE $27 BILLION ECUADOR TRIAL.

SAN FRANCISCO, CA -- The following information was released by Amazon Watch:

Chevron CEO John Watson is again on the hot seat after the company's growing spy scandal in Ecuador was highlighted on a nationally-syndicated news program only weeks after he ordered that five shareholders arrested at the company's annual meeting for challenging him over the company's Ecuador contamination.

Watson, who has long been accused of having a personal conflict of interest because he oversaw the purchase of Texaco without properly vetting the company for its $27 billion potential Ecuador liability, is being asked to explain how his company became embroiled in a corporate espionage scandal involving an American journalist, Mary Cuddehe.

Watson has remained silent on the issue since the spy story, written by Cuddehe, broke last week in The Atlantic.

In the article and in an interview conducted yesterday with Democracy Now! host Amy Goodman, Cuddehe said she was offered $20,000 to lie about her identity and gather information for the company under the false pretense of writing a story about the Ecuador environmental trial.

Directing investigators to lie about their identity is considered unethical and potentially illegal under U.S. and Ecuadorian law. In 2006, Hewlett-Packard (HP) Chairwoman Patricia Dunn was ousted over a similar undercover operation at HP and later faced criminal charges.

"It is apparent that Chevron, under Watson's stewardship, has authorized an illegal spy operation in Ecuador to undermine the rule of law and it has been ongoing for at least several months," said Karen Hinton. "Mr. Watson needs to explain how Chevron signed off on paying for this kind of outrageous misconduct and disclose which journalists in Ecuador are on Chevron's payroll."

It appears Chevron hired Kroll, the world's largest investigations firm, to enlist journalists to spy on the plaintiffs in Ecuador, according to Cuddehe, who first exposed the operation after a Kroll operative identified only as "Sam" tried to recruit her.

Cuddehe, an Iowa-born graduate of Columbia University with a degree in journalism, documented that Kroll has been running an espionage operation in Ecuador out of neighboring Colombia since at least February of this year.

Cuddehe wrote in The Atlantic: "Last February, I got an offer from Kroll ... to go undercover as a journalist-spy in the Ecuadorian Amazon. At first I thought I was under qualified for the job. But as it turned out I was exactly what they were looking for: a pawn."

It turns out that "Sam" is none other than San Anson, a former American freelance writer who currently heads Kroll's Latin American operations out of Miami. Anson has been outed in various blogs on the Internet. His LinkedIn profile, which matches biographical elements referenced in Cuddehe's story, was quickly removed after her article appeared.

Cuddehe indicated that numerous Kroll employees under Anson were working on the Ecuador project from a base in neighboring Colombia. With headquarters in New York, Kroll is considered the largest investigative firm in the world and is publicly traded.

"This is disturbing evidence of illicit conduct by Chevron and Kroll, possibly subjecting Chevron's lawyers to sanctions in the U.S.," said Jonathan Abady, an American lawyer who represents the plaintiffs. "It is hard to imagine Kroll engaging in this conduct alone without oversight and direction from Chevron executives and lawyers. Ultimately, the buck stops with Watson."

Events described in Cuddehe's article fit with a larger pattern in recent years of unethical and illegal activity by Chevron in Ecuador, where a trial that started in 2003 quickly produced evidence that pointed to the company's culpability. Lawyers for the plaintiffs have been subjected to death threats and other forms of intimidation, which in 2006 led the Organization of American States to order Ecuador's government to provide them police protection.

Last year, the Amazonian communities accused Chevron of violating the U.S. Foreign Corrupt Practices Act in Ecuador by engaging in a "sting" operation where a bribe was offered to help remove the trial judge from the case. An investigation determined that the "sting" operation and bribe offer was made by a long-time Chevron employee, Diego Borja, who remains on the company's payroll.

Watson was also under pressure over Ecuador in May of this year when, at his first annual meeting as CEO, Chevron security officials ordered the arrests of five proxy holders who had come to challenge him over the company's human rights record.

Chevron has admitted that Texaco deliberately dumped more than 18 billion gallons of toxic waste into the Amazon when it operated an oil concession from 1964 to 1990, leading to the decimation of indigenous groups and a dramatic spike in cancer rates. The plaintiffs allege Texaco committed environmental crimes in Ecuador for years and then tried to cover them up with a fraudulent clean-up in the mid-1990s.

@Home starts rollout in Fremont. (cable-based Internet access service unveiled in California)(Brief Article)

Cable Internet access to be available to 16,000 TCI homes

The high-speed @Home cable Internet-access service last week began what will start as a relatively low-speed rollout in Fremont, Calif.

The commercial introduction of the service, which was tested in the area during the past year, comes several months later than was originally slated. Initially, the service will be made available to some 16,000 of the 64,000 households TCI Cablevision of California passes in the area.

Standard @Home service is being priced in Fremont at $34.95 per month, including unlimited Internet access, use of a high-speed cable modem, e-mail and chat functions, a customized Web browser and a menu of local information. TCI will charge an installation fee of $150, which covers a dataport, ethernet card and @Home software. "Our months of preparation and testing mean that customers in Fremont can now receive @Home," said Bruce Ravenel, president of TCI Internet Services.

TCI plans to gradually offer access to the service to more Fremont neighborhoods. It also has plans to introduce the service in its Arlington Heights, Ill, and Hartford, Conn., systems before year's end.

The company's MSO partners in the venture will get into gear to launch @Home soon. A source at Comcast says that it will begin to roll out the service in the next two weeks, with Baltimore and Philadelphia the likely initial markets. Cox Cable plans to introduce the service in San Diego and Orange County, Calif., next year.

Although the initial TCI offering probably represents the business model for the near term, a variety of packages are being contemplated, says Will Hearst, former @Home CEO and now a partner at Kleiner Perkins Caulfield & Byers, the other partner in the venture. Hearst recently suggested that the service might charge content providers for multicasting them in various formats on @Home and could split online revenue with others.

The venture recently announced as-yet-undefined relationships with 65 content providers, including Discovery Channel Online, E! Online, ivillage, American Cybercast, the New York Times Electronic Media Co. and the Wall Street Journal.

Competition Rises for Broadband Internet Market beyond Maine's Urban Areas.

Jun. 24--Broadband Internet service is trying to reach a wider customer base in Maine now that the urban markets are nearing saturation.

Competition for market share in the fast-growing broadband industry involves cable television providers, phone companies and even locally based service providers. And as high-speed service becomes widely available, more Maine communities become attractive to businesses that rely on ...uality Internet connections as a fundamental tool.

"We're aggressively expanding the service," said Peter Riley, a spokesman for Verizon. The company rolled out its digital subscriber line, or DSL, broadband service -- a high-speed connection provided over regular telephone lines -- to the state's largest cities first, but has been adding smaller cities and towns in recent months. The company's goal is to make DSL available on 80 percent of its lines by the end of the year.

"We've had it in Maine's major markets for several years now, and we're going to continue to expand it out," Riley said. "We believe DSL has a great future here in Maine and beyond."

The competition has sparked a bit of a price war, with monthly fees that range from the mid-$20 range to the mid-$40s. Most providers offer deals that slash those rates at least for a few initial months of service.

Fletcher Kittredge, who founded Great Works Internet in Biddeford nine years ago, said smaller towns give Maine-based Internet providers an opportunity to reach customers before larger companies move in.

"All Internet access is local," Kittredge said. For a customer, it doesn't matter if your DSL connection is through Verizon or GWI. "Bigger companies don't have any inherent advantages."

And, often, smaller outfits can move in ...uicker than their bigger counterparts.

"If you go to a small enough town, you're the only game in town, or you'll only have a few competitors," he said.

Kittredge said prices on provider e...uipment, such as modems, have come down dramatically in recent years, as has the cost of connecting a customer to the larger Internet. And low interest rates make it easier for smaller Internet providers to make investments now that can be recouped from customer fees in just a couple of months, instead of years.

That means a provider can offer broadband service for towns as small as 2,000 households, he said. Even more rural, isolated homes are probably only a year or two away from having access to broadband, either through DSL service or a cable provider, he said.

There are exceptions, of course.

Windham officials earlier this month complained that they have been left behind because the town's cable provider, Adelphia, hasn't made the technological improvements needed to offer broadband Internet connections to most customers.

The company said it had trouble finding a site for a fiber-optics hub and the parent company's bankruptcy filing last year has further complicated the process. A spokesman said Adelphia now expects to be able to make the upgrades by the end of the year.

Windham businesses are complaining that the slow connection speeds are hurting their companies. High-speed Internet connections are ...uickly becoming a norm for small businesses, providers said.

"That's been one of our major growth areas -- small to mid-sized businesses," said Lance Bell, the director of commercial services for Time Warner Cable of Maine. "We're definitely seeing them come on board."

Bell said a lot of companies have been signing up for Time Warner's commercial Road Runner service in northern Maine, where the company operates in addition to the southern part of the state.

"We've taken a community that's always looked at as 10 years behind us and brought them to the cutting edge," he said.

Meanwhile, the Lewiston/Auburn area is in the midst of leaping beyond cutting edge.

Oxford Networks, a 103-year-old phone company, is stringing about 30 miles of fiber-optic cable to give 20,000 buildings in the twin cities high-speed access to the Internet, along with a new cable television service and phone connections.

"This is a ...uantum leap in technology," said Rick Anstey, the president and chief executive officer of the company. "There isn't a network like this anywhere in New England."

Anstey said the company will be going after both residential and business customers, but he senses a particular demand from the business side.

"As more and more businesses do business over the Internet, working at the poky pace of dial-up is too expensive for people to wait for," he said.

Businesses from car dealers to real estate agencies and small start-ups have either asked about linking to the new network or are already customers, he said.

Anstey said Oxford Networks is investing in Lewiston/Auburn because it's near the company's head...uarters in Buckfield and because they know the area.

Plus, the time is right, he said.

"Number one, financing's available at low interest rates and, number two, the telecom industry has been in doldrums for about two years now, and everything's on sale," Anstey said. "There aren't a lot of companies that are investing like we are right now."

Anstey said the company is planning for the future by building a network that will serve two small, central-Maine cities and their rural neighbors for years without bogging down.

Many cable systems have fiber-optic main lines to take signals to and from neighborhoods, but rely on copper coaxial cables to go from house to house.

Internet connection speeds can slow down if several households are online at once.

Phone lines have the capacity for carrying both broadband Internet signals and regular phone signals, but the data connection begins to lose steam about three miles from a switching station.

Anstey said that since the Oxford Networks' system will be built of fiber-optic lines, it can handle lots of data and many users. Phone, cable and Internet connections will use up less than half of the capacity of the lines, he said.

"The smart technical folks who develop content and systems and applications will think up things that none of us really know about today, that will re...uire huge amounts of bandwidth," Anstey said. "We've got gargantuan amounts of bandwidth to spare."

The trick, he said, will be to provide 21st-century technology to small towns in Maine with 19th-century service.

"We do silly, old-fashioned things like answer the phone with real people," he said. "We like to think of ourselves as old-fashioned in every way but the technology."
